New solutions to Ben Tre’s vocational cards model

(VEN) – After the two year implementation of the pilot model of issuing cards for rural workers to attend vocational training courses in Ben Tre Province, some problems have arisen such as complicated procedures in issuing cards and there are many different card issuers.

To complete this model, the provincial Department of Agriculture and Rural Development suggested two solutions in the coming time which are to continue the pilot model or to spread the model on some certain conditions.


Unexpected results


According to the Ben Tre Province’s Department of Agriculture and Rural Development, after the two year implementation of the pilot model, 5,083 rural workers were issued cards and the number of workers who can find jobs after training has increased year by year. During this period, Ben Tre Province also spent more than VND2.235 billion to organize vocational training classes for the local rural workers.


Director of the provincial Department of Agriculture and Rural Development Phan Thu Suong said that the model showed many advantages as the rate of trainees finding jobs is always about 80 percent. The trainees have the rights to choose training centers that suit their financial conditions and education levels. In addition, the payment procedures of vocational cards model is simpler than other education models.


However, Suong also said the model still showed some limitations as the trainees registered at different training centers, resulting in only a small number of trainees at each location. Cards issuing procedures remain complicated and the time to open training courses are not appropriate due to harvest seasons at different localities.


Conditions to further complete the model


Due to problems in the implementation process, Ben Tre Province suggested two solutions to the Ministry of Agriculture and Rural Development to further complete the model. The first one is to continue pilot model, but expand the training occupations, including agriculture and non-agriculture and extend the implementation period to one more year. The second one is to spread the model across the country but the vocational cards should be issued by a higher unit than the provincial level administration body for them to go training in other provinces. Some contents in the vocational cards need to be changed so that the trainees find it easier to choose their occupations.


The pilot model of issuing cards for rural workers to attend vocational training courses in the field of agriculture is a new education model and its efficiency has been proved. The limitations of this model originated mostly from the irrational policies. Therefore, it is necessary to adjust the related policies and mechanisms to promote the advantages of the model and contribute to the successful implementation of the “Vocational training for rural workers until 2020″ project./.
