6 sectors will have to make strategic environmental assessment

On November 13 in Hanoi, General Department of Environment – Ministry of Natural Resources and Environment held a Seminar collecting comments on the draft decree guiding the strategic environmental assessment (SEA), Environmental Impact Assessment (EIA) and the draft technical guidance on SEA. The Seminar was chaired by Prof. Dr. Bui Cach Tuyen, Deputy Director of General Administration of Environment.


Addressing the inaugural conference Deputy Director of General Department for Environment Bui Cach Tuyen said: As directed, the Environmental Protection Act (amended) when adopted will cover 4 Decrees on administration guidance including general guiding Decree; guiding Decree on SEA, EIA and Decree on waste. In particular, the guiding Decree on SEA and EIA has an important role, contributing to completing project Strengthen national capabilities on strategic environmental impact assessment.


Also at the seminar, participants discussed a number of issues, including SEA implementing sectors, content and form of SEA reports, conditions for the implementation of EIA … Regarding SEA implementing sectors, participants agreed on 6 sectors stated in the draft: industry, agriculture and rural development, transportation, construction, tourism and health care.


Concluding the Seminar, Deputy Minister Bui Cach Tuyen said that the Drafting committee would realize and select comments made at the seminar to finalize Draft guidelines on SEA, EIA.
