Electrical and electronic waste treatment and acquisition in Vietnam : Limited standard recycling technology

On November 13th , the Ministry of Natural Resources and Environment in collaboration with the Asia – Pacific Information Technology Group held a workshop on ” Exchange of experience in building electrical and electronic waste treatment and acquisition systems in Vietnam ” . The worshop discussed the legal system to recover and process waste products as well as research findings on the status of the collection and treatment of electrical and electronic waste in Vietnam . In addition, businesses also comments on the establishment of guidelines on the themed issue.


According to Deputy Minister of Natural Resources and Environment Bui Cach Tuyen , Vietnam is now an investment attraction to international and regional the information technology corporations. The last decade has witnessed significant development in Vietnam’s information technology industry. Statistics show that the total revenue of the information technology industry in 2012 reached U.S. $ 25.5 billion, an increase of 86.3 % over 2011. Exports of IT products in 2012 reached $ 20 billion, increased by 82 % compared to 2011 and accounted for 17.5 % of total exports of the country. However, with the rapid development of information technology industry, environmental pollution caused by production activities in this field has been a challenge to the environment and public health. Therefore, the collection and treatment of electrical and electronic waste are State agencies’ great concern.


With a view to mitigate environmental pollution caused by electronic products, Prime Minister issued Decision No.50/2013/QD-TTg dated August 9, 2013 regulating the recovery and processing of waste products. This is an important legal basis specifying responsibilities and obligations of the parties involved in the production , circulation , use , disposal, recovery and handling of waste products .


Accordingly, manufacture and import enterprises are linked to recover and handle waste product and simultaneously responsible for: setting up locations for waste products assemblage, receiving waste products imported to and sold in Vietnam’s maretk by manufacturers; negotiating with consumers on how to transfer and receive waste products at retrieval locations, transporting waste products from the retrieval locations to disposal facilities ; processing waste products ; handing in writen report to the Ministry of Natural Resources and Environment on waste products retrieval and processing facilities; publicizing information relating to of retrieval and processing facilities on the Portal of the Ministry of Natural Resources and Environment, the producers and importers …


At the workshop, participants discussed that the infrastructure of recycling technology in Vietnam still remain limited. Therefore, in the upcoming time Vietnam needs to give out retrieval methods in compliance with the actual situation of the country . On the other hand, it is essential that relevant agencies further enhance technology, recycling extend and make more comprehensive costs evaluation in line with the conditions of Vietnam.
