The Hai Duong provincial People’s Committee on the morning of 13 November had a working session with representatives of facilities polluting the environment under the chairmanship of Mr. Nguyen Anh Cuong, Member of the provincial Party’s Committee’s Standing Board, Vice Chairman of the provincial People’s Committee.
Many polluting enterprises
The results of an inspection of 41 facilities reported by the people showed that environmental problems exist at most of the facilities, according to Mr. Vu Dinh Hien, Director of the Environmental Protection Sub-department.
This year, the Inspectorate of the Department of Natural Resources and Environment has also checked 34 establishments in the list of environmental polluters.
Accordingly, most of the establishments committed environmental violations.
Regarding each violation act, 33 among 34 facilities discharged wastewater exceeding permitted standards, contravened environmental procedures; 17 infringed solid waste management; 12 lacked or built environmental treatment works improperly or insufficiently; 5 emitted exhaust gas exceeding permitted standards, etc.
Many enterprises, such as Sees Vina Co., Ltd., Samil Ha Noi Vina Co., Ltd., and Ngoc Son Co., Ltd., even continued committing new violations while the old ones were yet to be remedied.
Addressing the working session, Vice Chairman of the provincial People’s Committee Nguyen Anh Cuong also affirmed the environment issue in many localities is “alarming”, especially the recent environmental violations of Truong Khanh Trading One Member Co., Ltd., Vietnam Mineral Exploitation, Processing, Export, and Import Co., Ltd., and Thien Loc Co., Ltd.
Enterprises complain about difficulties
At the meeting, representatives of some enterprises expressed difficulties in the environment issue.
Ms. Nguyen Thi Thu Nga, production manager of Van Dac Phuc Food Co., Ltd., said, “The company has to use salt to preserve agricultural products. Over the past time, the company has invested in renovating the wastewater treatment system to try to ensure the environment. However, it is difficult to treat the salt content in the wastewater to be discharged into the environment to meet permitted standards. On the other hand, the standard for wastewater discharged into Ghe river next year will be lifted from B to A level, which is also a difficulty.”
Mr. Nguyen Huu Tri, Deputy Director of Vina Animal Feed JSC., said the company had invested in environmental pollution treatment works but smell still spread into the environment.
“There have not been any clear assessment criteria for smell. Smell is a specific problem of the animal feed production sector,” Tri added.
Representatives of several enterprises also hoped functional agencies will support, guide them to make environmental procedures to get out of the polluter list when they are qualified and train establishments in environmental knowledge and skills.
Polluting facilities need rectifying
At the working session, representatives of many functional agencies proposed, recommended measures to prevent establishments from polluting the environment.
Mr. Vu Doan Quang, Director of the Department of Industry and Trade, suggested that the Department of Planning and Investment closely coordinate with the Department of Natural Resources and Environment in granting investment licences. Organizations and individuals wishing to get investment licences must have environmental impact assessment and environmental protection commitment.
Mr. Nguyen Trong Quyen, Deputy Chief Inspector of the Department of Natural Resources and Environment, proposed amendment to the Decree 117/2009/ND-CP dated 31 December 2009 by adding violations and sanctions against facilities in the list of environmental polluters having no remedy.
Concluding the meeting, Vice Chairman of the provincial People’s Committee Nguyen Anh Cuong criticized the enterprises yet to seriously implement the directions of the Prime Minister and the provincial People’s Committee and slow to solve the environmental pollution situation.
Environmental polluting facilities should quickly invest in environmental treatment works, complete dossiers, and protect the environment during production and business.
In the coming time, the provincial People’s Committee will direct the Department of Planning and Investment to care more about environmental protection as attracting new projects, give priority to luring projects with modern, environmentally friendly technology.
Functional agencies should intensify training facilities in environmental protection knowledge and measures, frequently conduct examination and supervision for timely handling of environmental polluting acts.
