NA deputies affirm Party’s leading role

After hearing a report on the results of NA group discussions presented by Head of the NA’s Law Committee Phan Trung Ly, who is also head of The Editorial Board of the Committee on Drafting Amendments to the 1992 Constitution, deputies offered their supporting ideas on the amendments, which have codified major issues of the Party’s platform and resolutions.


Deputies Tran Dinh Thu (Gia Lai province) and Do Thi Hoang (Quang Ninh province) expressed strong agreement with the draft amendments on the political regime, which manifest the State’s class nature of socialism.


Many deputies approved of supplements to regulations on the Party’s responsibilities to the people and law, which are in line with the Party’s platform and match the expectations of the people and society. The regulations are compulsory to Party organisations and members, laying a foundation for the public to scrutinise the Party and the activities of its members.


It was widely held that the draft amendments have further illustrated the nature of socialist democracy, human rights, fundamental rights and responsibilities of citizens, the people’s mastership and the Party’s leadership; while clarifying the development of a socialist-oriented market economy, national construction and the improvement of a law-governed socialist state of the people, by the people, and for the people.


Discussing the regulations on local authority in Charter 9, many deputies agreed with the need to improve local authority to institutionalise Party resolutions and respond to the ever-changing requirements of national development.


Deputy Nguyen Thi Thanh (Ninh Binh province) stressed the necessity of building an effective and lean local authority.


Many deputies agreed with regulations on land ownership, which is considered important economically, politically and socially.


They also asked for tighter regulations on land acquisition to avoid abuse and effects on people’s legitimate rights and interests, saying that the public pay great attention to land acquisition and expect that the amendments will address current pressing issues.


Deputy Ma Dien Cu (Quang Ngai province) suggested that the beneficiaries of land acquisition should be regulated clearly.


Some other deputies thought that, along with creating favourable conditions for organisations and individuals to implement projects, people’s rights and interests should be ensured when their land is acquired in order to reduce complaints to authorities at all levels.
