Head of the National Assembly’s Social Affairs Committee, Truong Thi Mai, said the amendment resulted from various rounds of public consultation and efforts by the political system and deputies: “The amendment has elevated issues including human rights, social welfare, healthcare and policies for the elderly and the vulnerable. This has laid a firm foundation for future laws and regulations on social affairs issues.”

Many deputies said the amendment reflected new content and skill in constitutional draft, reflecting the state’s democracy and advancement towards socialism. Tran Ngoc Vinh, a deputy from Hai Phong City, says that the drafting committee has well absorbed comments by deputies and voters: “The drafting committee has fully and selectively taken into consideration voters’ opinions. The amendment has covered the finest opinions and well served as a source code to govern other laws in national construction and defense.”
