On Dcember13, the Chairman of Ward 25 People’s Committee, Nguyen Van Quy, said they had fired two security guards, Tran Duy Nhat and Tan Quay Hung. These men handcuffed and fought with a street vendor, Trinh Xuan Tinh.

Quy said, “The security team acted beyond their authority. I admitted that due to lack of information, some of my comments in the press have stirred up anger. This is because people thought I was covering up for my subordinates. I’ll draw a lesson from this event.”

The case is still under investigation by the Binh Thanh District police.

Around 5pm on December 6, when the security team was clearing the temporary markets off the street and pavement, they saw Tinh and wanted to take his cart to the station so he could be questioned. He refused and an argument ensued. Tinh was handcuffed and was forced into a car, but he continued to resist and was beaten until he was unconscious.
