The entire political system and the public must grasp the contents and spirit of the amended Constitution that was recently adopted by the National Assembly NA, said Vice Chairman of the NA’s Committee for Legal Affairs, Dr Le Minh Thong.
The official, who is also deputy head of the Editorial Board of the Committee on Drafting Amendments to the 1992 Constitution, made the statement in an interview granted to Vietnam News Agency on the issue.
The implementation of the Constitution, which took effect on January 1, 2014, requires a high public consensus, so more research activities are needed to make clear the important role the legal document has played in social life as well as theoretical and practical grounds of the amendments, Dr Trong said.
He also stressed that the whole political system and society is responsible for the implementation of the Constitution. Specifically, each agency, organization and community, in their capacity, has their own way to deploy the legal document suitable with the reality.
In addition, it is necessary to review the legal system based on the Constitution, remove regulations and legal documents no longer suitable or against the Constitution. At the same time, new legal documents that concretize new points in the Constitution should be prepared and applied soon, Dr Trong said.
Besides screening the law building program in 2014 and 2015, the National Assembly is focusing on preparations for the election of the 14th National Assembly and the formation of a new State apparatus in accordance with the Constitution.
Another important issue is to review laws related to human rights and citizens’ fundamental rights and obligations, making the best use of regulations on such rights, the official said.
