After 18 years of construction and development, the PetroVietnam General Services Joint Stock Corporation (PETROSETCO) has emerged and asserted its leading position in the trade – services industry inside and outside the oil and gas industry in Vietnam, and maintained continuous development and steady steps into enormous regional and international markets. In 2014, the corporation’s leadership and staff are resolved to uphold solidarity, initiative, creativity and effort to fulfil all tasks to positively contribute to the cause of national development. Vietnam Business Forum interviewed CEO Phung Tuan Ha on the corporation’s achievements, as well as the services industry. Van Luong reports.
Could you please tell us about the corporation’s successes and growth strategies?
The corporation’s pride, also the key to success, is its ethical, experienced and dedicated workforce able to proactively respond to market development. Since its incorporation, with untiring efforts, PETROSETCO has strongly overcome all difficulties and challenges and confidently asserted its brand in the market with impressive business indicators. PETROSETCO’s current achievements are the foundation for the expansion of PETROSETCO brand on the market in the coming period. With its efforts to become the No. 1 choice of distribution, trade and services in Vietnam, PETROSETCO continues to stick to the business philosophy “Effective business, increasing competitiveness with service quality.” To achieve this goal, PETROSETCO has focused on strengthening and stabilising its networks, restructuring capital contribution portfolios, and allocating all resources for core business development, particularly services. At the same time, the corporation focuses on improving the quality of corporate governance, raising qualifications of employees, enhancing service quality in the spirit of swiftness, convenience and accuracy to become the solid fulcrum of customers. PETROSETCO is committed to providing the best services for customers, meeting expectations of shareholders, and striving for leadership in the industry.
You are said to be an important contributor to the development of PETROSETCO. Could you please tell us more about this?
In my opinion, in the business world, the success of a company is determined not only by how much available capital it has or how modern its technology has, but by how its personnel is organised and what values it is led by. Business and enterprise development is a long and arduous process that requires the leader to have intense awareness, proper perspective, unshakeable faith and burning desire. No matter what you do, it is only convincing when it serves common interests. Business and enterprise development also serves the common interests of the entire enterprise in the throes of existence and development. Particularly, the company must build up a system of institutions, including professional issues like the perfection and clarity of works based on the harmony of rights and responsibilities; interests and obligations; knowledge standards and skills; spirit and attitude; control processes and analytical works in order to help the leader to have conscious market-based decisions, strengthen the confidence and respect of employees for the leader, etc. These are the principles I have applied to the administration of the corporation in the past time.
And, with the above efforts, the corporation has now built a harmonious, closely-linked working environment for the leadership and the staff under the common roof of PETROSETCO. The employees are always cared for and rewarded for what they have done in the form of salary, bonus and policies. This is also a way to offset the efforts of the staff to stand by PETROSETCO to get through ups and downs in its development history.
How do you assess the current state of the services industry, and what the issues of concern?
In the past years we have no clear management mechanism over services development; thus everyone can provide services. The lack of systematic organisation and development has seriously affected the actual development of services sector in Vietnam. In the meantime, time does not allow us to do, pilot and correct mistakes because we will be left behind and we will never catch up with the overall development of the global services industry. Overall, Vietnam will also be a laggard.
To deal with this reality, in the past time, central and local management agencies have been trying very hard to seek solutions from experts. However, it is impossible to do it in one or two days and what we need is process and organisation. Service development must go hand in hand with sustainable development. However, this must stick to well-organised and well-planned mechanisms. We must have a reasonable policy mechanism to avoid overlapping management and administration and create professional human resources for the services sector. Besides, infrastructure development must go together with sustainable services development strategy.
Many leading industry experts believe that Vietnam’s services sector remains weak and seriously lacks human resources. Why do they think so and what is your opinion about this?
Being active in the services industry, I very much agree with the above remark. Vietnam is a country with 90 million people and is one of the countries with the highest proportion of young population in the world. This shows our potential of abundant human resources. Unfortunately, we now seriously lack people who know how to do services and have expertise and skills. Due to objective factors, Vietnam has only recently officially entered the global integrating economy, and services development is only focused in recent years; hence, it is very difficult to demand immediate perfection in human resources. As a later-developing country, we need to learn from valuable experience of countries before us. We need time to manage and organise human resources and enhance good coordination of parties involved. We need to have human resources training and management cooperation with experienced partners.
