Continuous Solutions Needed to Address Real Estate Difficulties

Vietnamese Ministry of Construction in cooperation with other relevant ministries and sectors is implementing comprehensive methods to solve real estate market difficulties, connecting with realising housing development strategy, implementing Decree 188/2013/ND-CP about social housing.


Deputy Prime Minister Hoang Trung Hai announced direction with above mentioned contents for duty and plan in 2014 of construction sector, which has been sent to the Ministry of Construction and other relevant ministries and sectors by the Office of Government.


Together with the above mentioned contents, the Deputy Prime Minister also requested the Ministry of Construction to preside and cooperate with the State Bank of Vietnam, the Ministry of Finance to study and offer proposals with the Prime Minister to continue implementing policies of supporting long-term credit and finance for social housing, commercial housing with low price and houses for rent.


For more attention, they should concentrate to untie difficulties of procedures, accelerate project implementation to improve social housing supply as well as disbursement of the supportive credit package of VND30 trillion.


Moreover, the construction sector should firmly focus on building and completing institutional systems of the sector with main projects of Construction Law, Housing Law, Real Estate Business Law to submit to the National Assembly for approval; building documents guiding implementation with active engagement of ministries, sectors, provinces, enterprises, occupational associations, specialists, scientists to repair shortcomings and insufficiencies of legal system, fundamentally transforming State management activities over construction, urban development, housing and real estate markets.


In addition, the Ministry must enhance its legal management, linking with improving administrative procedure reform, repairing adjustments in projects, investment capital, undermined progress or enlarged project procurement period, wasting capital investment; rechecking, amending and supplementing standards, regulations of construction, especially standards and regulations relating to earthquake and typhoon-resistant designs.


Earlier, Construction Minister Trinh Dinh Dung reported in the conference to review the construction industry in 2013 that solutions for difficulties in the real estate market showed initial results, the market had positive changes and liquidity was gradually improved for the last months of 2013.


Especially, inventories in the real estate market are on the downtrend. By 15th December 2013, total inventory value reached about VND94,458 billion, down 26.5 percent compared to that of quarter I 2013, and concentrated mostly in the segment of small and medium sized apartments. However, according to the Construction Minister, the inventory value of nearly VND100 trillion is still high.
