In 2013, on the occasion of the 40th celebration of the Vietnam – Japan diplomatic relationship, the provincial People’s Committee asked departments, sectors and localities to increase external economic relations, trade promotion and investment cooperation; expand international friendship and cooperation relations to serve the province’s socio-economic development; and maintain a role as one of provinces and cities leading the country in growth, economic development and attraction of foreign direct investment (FDI).

Quang Ninh province has become one of the attractive and trusted destinations of foreign investors. Among countries and territories investing in the province, Japan is the largest official development assistance (ODA) provider for 13 projects, with a committed amount of USD200 million. Japanese investors focused on building infrastructure, upgrading rural traffic, building irrigation works and water supply and sewerage, protecting the environment, and planting and protecting forests. Some of them are big projects which are very important and play significant role for the infrastructure and sustainable development of the province.

In particular, the Bai Chay bridge project with an investment capital of USD105 million from Japan’s ODA funding has become an image illustrating most vividly the friendship and cooperation between Vietnam and Japan in general and between Quang Ninh province and Japan in particular. Besides, the Japan International Cooperation Agency (JICA) funded projects worth USD4 million on environmental protection on Ha Long bay, and on the natural resource circulatory system on the bay.

Apart from ODA funding projects, Japanese investors are conducting 5 other valid FDI projects with a total registered capital of USD42.26 million.

According to Nguyen Manh Cuong, deputy head of the provincial Investment Promotion Agency (IPA), to increase external relations serving socio-economic development, the province has negotiated with international organizations and foreign partners to take advantage of ODA funding in building infrastructure, improving and protecting the environment, and promoting vocational training.

Over the past time, the province has also received diverse delegations who come from large Japanese corporations and enterprises, visiting to study the investment environment in the province.

Together with economic, investment and trade cooperation, Quang Ninh province and Japan have also pushed activities in cultural, art and sports cooperation, promoting the diplomatic relations between Vietnam and Japan./.
