This is the theme of the 2nd Mekong River Commission (MRC) Summit that will be held in Ho Chi Minh City, from 2/4 to 5/4.
According to the press conference in the morning of 27/3, Mr. Le Van Hop – Director of Emulation and Commendation Department, Ministry of Natural Resources and Environment (MoNRE) – the spokesman of MoNRE said, the 2nd Mekong River Commission Summit will have the participation of the Commission’s member countries, including Vietnam, Laos, Cambodia, Thailand, and two dialogue partners, China and Myanmar. Donors, international organizations are also attending the conference.
The 2nd Summit is the continuation event of the 1st Mekong River Commission Summit in 2010. Accordingly, the 2014 Summit will continue to affirm the commitment to cooperation on sustainable integrated management of water resources, for the development, economic growth and poverty reduction, livelihood improvement in Mekong River Basin; while expanding efforts in protecting the natural resources of the basin for the purpose of sustainable management and use of natural resources of the basin.
Recently, due to the pressure of population growth and the needs of economic development, activities on the river basin are increasing sharply, especially hydropower projects on the mainstream and tributaries, water projects for service of irrigation, aquaculture activities, water transportation… will make a significant impact on the environment, ecosystems and water quality. Along with these effects, global climate change is causing the fluctuation in rainfall – flow regime in the basin.
In that context, the 2nd Mekong River Commission Summit will continue to show the will and political commitment of the MRC member countries’ leaders, working together to overcome all difficulties and challenges towards sustainable development of Mekong River Basin.
“With this strong commitment, the conference will focus on the global event in 2015, to identify opportunities and challenges of the post-2014 development programs of Mekong River Basin and solutions to achieve the goal of sustainable development”, said Mr. Le Van Hop.
At the press conference, Mr. Le Duc Trung, Director General, Member of the MRC Joint Committee, said that at the 2nd Summit, delegates would discuss two key issues, including: the opportunities and challenges of Mekong River Basin and the role of the Mekong River Commission; regional cooperation to promote the use and sustainable development of Mekong River in the context of increasing demand of resources and climate change.
One of the main outcomes of the 2nd Summit is the Ho Chi Minh City Declaration. The declaration will focus on assessing the achievements since the 1st Mekong River Commission Summit; analyzing the opportunities and challenges of the region; confirming the priority action areas and commitment to actions as well as providing strategic direction for the next phase of the Commission. This statement will be a strong political message from 4 member countries on cooperation and commitment to the sustainable development of Mekong River Basin.

4 years ago, the Mekong River Commission Summit was held for the 1st time on 5/4/2010 at Hua Hin, Thailand. The Conference adopted the Hua Hin Declaration, marking the success of the Commission on 15-year Mekong cooperation. Implementing the Hua Hin Declaration, the countries developed and started implementing the regional and national action plan to perform the basin development strategy based on integrated management of water resources. The countries also implemented procedures of exchanging and sharing information and data; procedures of notification, prior consultation and discussion; procedures of maintenance on mainstream flow and procedures of water quality… |
