In the fall of 1967, U.S. forces had been fighting in Vietnam for more than two years, and American military leaders had never sounded more hopeful about the war.


The enemy’s hopes are bankrupt,” General William Westmoreland, commander of U.S. forces in Vietnam, said in November, “we have reached an important point when the end begins to come into view.” The Army Chief of Staff, General Harold Johnson, detected a “smell of success” to the war.


But not everyone was optimistic. Department of Defense analysts concluded in late 1967, “An end to the conflict is not in sight and major unresolved problems remain.” A New York Times article that summer had described the war as a “stalemate”.

His advisers and America’s top military officers now turned to the question of how to pursue the fight.
