Japan supports Vietnam in State-owned Enterprise (SOE) restructuring

(CPV) – The Japan International Cooperation Agency (JICA) held a kick-off seminar for “Enhancing corporate finance management capacity to implement State-owned Enterprise (SOE) restructuring” and “Vietnamese Bank restructuring support” projects in Hanoi on June 5. 


As many as 180 officials from the Vietnamese and Japanese Government, relevant agencies, ADB, SECO, CIDA, Vietnamese SOEs, commercial banks, Japanese business attended the seminar.

The speech “Experience in non-performing loan (NPL) problems and challenge of financial administration in Japan” by Mr. Ryutaro Hatanaka, “Why is revitalization of business essential?” by Mr. Hideki Matsushima, Partner (Attorney-at-Law) of Nishimura & Asahi (Law firm), and “Preliminary recommendations regarding disposal of NPL and restructuring of SOEs based on experience in Japan” by Mr. Shinnosuke Fukuoka, Partner (Attorney-at-Law) of Nishimura & Asahi (Law firm), were made in the seminar. In the end, Mr. Takashi Sakakibara JICA Chief Adviser of these two new technical cooperation projects, made a presentation about the outline of them.



During the seminar, there were some questions and answers about “Classification and evaluation of NPLs”, “Important points for proceeding against NPLs”, “Proper disclosure system for financial statements of SOEs”… and the seminar finished with fruitful result.


This seminar was launched as a kick-off seminar of these two new 3-year projects, and from now on, JICA would cooperate with Vietnam to improve the effectiveness toward restructuring SOEs and banking sector./.
