The Prime Minister affirmed that China’s deployment of Haiyang Shiyou 981 in the exclusive economic zone of Vietnam has seriously violated Vietnam’s sovereignty, directly threatened international maritime and trade activities, caused economic insecurity, and disrupted stability in the East Sea and in the region.
China’s infringement upon Vietnam’s waters also led to an unfortunate incident on May 13-14, 2014. Taking advantage of the marching activity to denote patriotism of the people against the unlawful actions of China, some extremists in Binh Duong, Dong Nai and Ha Tinh violated the law, causing damage to foreign investors, particularly Chinese and Taiwanese enterprises. The incident had a negative effect on the image of the country, the business climate, investment in Vietnam in the eyes of international investors.
Prime Minister Nguyen Tan Dung affirmed that Vietnam had stopped the incident right away and promised not to let it reoccur. Vietnam shared cooperation and support to help most damaged businesses get back to normal production. Only more than 20 businesses have not returned to production. The Government of Vietnam has decided together with the local governments to sit down to discuss and review specific document of each damaged enterprise, thereby making recovery plans for production suitable to both parties. “We are working actively and we have received the cooperation and sympathy of enterprises in Vietnam. We look forward to supporting you in troubleshooting this incident,” Prime Minister expressed.
The Minister of Planning and Investment Bui Quang Vinh said immediately after the incident, the Government issued 6 documents about this incident. At the same time, the Deputy Prime Ministers also dispatched directives to provide solutions to overcome this situation. In addition, other ministries such as the Ministry of Finance, Ministry of Industry and Trade, Ministry of Foreign Affairs; Provincial People’s Committees have very drastic direction for this incident.
Minister Vinh said it was an unexpected event and the resolution policy for this particular case does not have precedence. Therefore, the government could not immediately issue appropriate policies and it would take time to review the information and statistics to compensate for business losses. However, with high determination, the government has helped over 99 percent of businesses back in operation. As for Taiwan enterprises, 95 percent of them have turned back to operation. The remaining 5 percent are receiving supports from the government, ministries, branches and localities to find best solutions.
Minister Vinh also said that, at the local level, the government has also requested the establishment of special working task forces to guide and support these enterprises. Measures are being taken in a drastic way.
Also at the VBF 2014, PM Nguyen Tan Dung reaffirmed “With the illegal deployment of the oil rig of China, Vietnam is determined to use peaceful measures to protect national security and integrity territory.” The Prime Minister said Vietnam would not let the incident happen again, causing “troubles” for investors.
