The Hai Duong Provincial People’s Committee (PPC) on June 18 held its regular meeting of June, 2014.
Chairman of the PPC Nguyen Manh Hien presided over the meeting.
In the morning, the PPC heard and commented on the implementation of socio-economic development tasks, plans for capital construction investment, results of State budget revenue and expenditure in the first six months and key tasks for the last six months of 2014.
After listening to reports of departments, branches and suggestions at the meeting, Mr. Hien required drafting agencies to acquire the opinions, supplement figures, and complete reports to submit to the People’s Council in the next session.
The reports should include judgments on the production and business situation of enterprises, especially Chinese, Taiwanese, and Hong Kong ones, in the face of current East Sea developments, impacts and influences on production and business activities and the political security and order situation in the province.
There should be specific evaluations of new countryside construction, especially land mergence and plot change.
For some other contents, such as investment in capital construction, labor and employment situation, people’s lives, etc., there should be accurate assessment of the present reality.
Factors affecting budget revenue and expenditure should also be assessed, considered objectively, practically for the PPC to work out timely and effective management measures.
Mr. Nguyen Manh Hien asked departments, branches, and localities in the last months of the year to focus on:
- well performing plans for producing the fall and winter crops of 2014;
- implementing the Government’s Resolution 19/NQ-CP to improve the investment and business environment, enhance the province’s competitiveness, actively remove difficulties and obstacles for enterprises and investors, and strengthen the effectiveness of State management over natural resources and minerals;
- well organizing the propagation and implementation of the Constitution, promoting the propaganda of sea and island sovereignty, maintaining good execution of social security policies, etc.
On the afternoon of the same day, after hearing a number of proposals on plans for adjusting collection rates and abrogating regulations on collecting several fees and charges in Hai Duong city; the establishment of Hai Duong Construction Work Quality Testing Center and Hai Duong Vocational Training Center, plans for collecting tuition at public universities, colleges, and professional secondary schools in Hai Duong province in the 2014 – 2015 academic year, Chairman of the PPC Nguyen Manh Hien concluded each issue.
Accordingly, he agreed to maintain the tuition rate in the 2014 – 2015 academic year equal to that in the 2013 – 2014 academic year with respect to Agriculture Secondary School and Hai Duong Culture, Arts, and Tourism Secondary School; increase the tuition rate by about 10% compared with that in the 2013 – 2014 academic year with regard to Hai Duong College and Hai Duong Medical Secondary School.
He consented to the tuition rate of VND540,000/ month, an increase of approximately VND50,000/ month over the 2013 – 2014 academic year, for Hai Duong University alone.
As for the collection rates of a number of fees and charges in the province, he basically agreed to the Finance Department’s proposal.
Regarding the recommendation of abolishing 188 road fees, coordination with the investor is needed to research and work out specific financial plans to decide in the coming time.
Chairman of the PPC Nguyen Manh Hien also agreed to the proposal for establishing Hai Duong Construction Work Quality Testing Center under the Construction Department and Hai Duong Vocational Training Center under the Department of Labor, War Invalids, and Social Affairs.
