The Economy and Budget Board of the Hai Duong provincial People’s Council (PPC) on the afternoon of June 17 worked with the Department of Natural Resources and Environment to hear a report on the conversion of land use purposes to implement projects using fewer than 10 ha of rice land, fewer than 20 ha of protective and special-use forest land.



This will be one of the contents to be touched upon at the upcoming 7th session of the 15th PPC.


Addressing the working session, Hoang Van Bao, Head of the Economy and Budget Board, said the 2013 Land Law (amended) increased the PPC’s jurisdiction and responsibility related to the conversion of land use purposes, land use planning and plans, approval of investment projects, etc.


Article 58 of the law stipulates that competent levels must have PPC’s resolutions when switching the use purpose of fewer than 10 ha of rice land, fewer than 20 ha of protective and special-use forest land.


The 2013 Land Law (amended) will come into force from this July.


The Department of Natural Resources and Environment intends to suggest the provincial People’s Committee ask the PPC for permission to convert the use purpose of 307 ha of rice land and 0.56 ha of protective forest land to carry out 270 projects, works, and rural residential sites.


The projects are expected to be executed from July to December, 2014.


The PPC’s Economy and Budget Board requested the Department of Natural Resources and Environment to coordinate with relevant departments and branches to review the projects using rice and protective and special-use forest land to add to the list, avoid omission; advise the provincial People’s Committee to submit a proposal for changing land use purposes to the PPC at the upcoming session.
