The policies will take effect from August 25.
For the building of new steel-shell vessels for logistical services (with a main engine capacity of at least 400CV), ship owners can now borrow from banks up to 95% of the total investment for the new ships, with only 7% interest per year. The ship owners pay only 1% per year, while the State budget subsidies 6% per year.
For wooden hull ships, ship owners can now borrow from banks for up to 70% of the ship’s cost, with an interest rate of 7% a year, of which ship owners are to pay only 3% per year while the State budget covers the remainder.
For building new offshore fishing vessels, both wooden and steel ships, ship owners may borrow a maximum of 70-95% of the total value of the new ships at an annual interest rate of 7%, of which ship owners pay 1-3% a year, and the State budget subsidies 4-6%.
Wooden-hulled ships with capacity of below 400 CV which are being upgraded to a capacity of 400 CV or larger may borrow a maximum of 70% of the cost of the upgrading with an interest rate of 7% a year, of which the ship owners have to pay 3% a year.
The State budget will provide support funding for the purchasing of insurance for offshore fishing and logistics vessels which are members of fishing co-operatives and have a main engine power of 90 CV or more.
The policies also stipulate a number of tax incentives such as tax exemptions for natural marine resource extraction, excise exemptions for aquaculture farming and fishery logistic services and offering free land and water use for aquaculture and seafood production.
In addition, income tax exemption will also be applied to households, individuals and businesses earning incomes from fishing activities and there will be duty-free importation of machinery, equipment, raw materials and components which cannot be produced domestically for building and upgrading ships with a capacity of 400 CV or larger.
