State-invested rural water supply works prepared for handover

Hai Duong province currently has 39 centralized clean water supply works in rural areas invested in with capital from the State budget.


To date, the Rural Domestic Water and Environmental Sanitation Center has finished the training of related objects in the Finance Ministry’s Circular No. 54/2013/TT-BTC dated May 4, 2013, regulating the management, use, and exploitation of centralized rural clean water supply works and completed a survey of the present management and exploitation of the works.


The center has defined the investment value of 15 water supply works and submitted it to the Departments of Agriculture and Rural Development and Finance for appraisal before requesting the provincial People’s Committee to decide to hand over the management of them to units.



The center is coordinating with concerned agencies and units to continue determining the investment value of 24 remaining water supply works to make handover procedures.


However, the handover preparation progress remains slow compared with the plan because of many difficulties in determining the works’ investment value.


Hai Duong province currently has 39 centralized clean water supply works in rural areas invested in with capital from the State budget and belonging to the implementation object under Circular 54/2013/TT-BTC.


Under the circular’s provisions, the provincial People’s Committee will decide to handover the works to suitable agencies, organizations, and units for direct management and exploitation to bring into play operational efficiency.
