Strengthening the protection for coastal fishery resources

In the last time, developing coastal fishery exploitation by means of small capacity has caused dramatic decrease in resources and mining efficiency. The Project of the Coastal Resources for Sustainable Development is expected to contribute to protecting and developing aquatic resources.

According to the report for the Project of Surveying the status of wetlands in Phu Yen province, the areas of Chua islet and Go beach in An Chan commune (Tuy An district) possess an area of ​​sea grass of around 10.5ha including 5 species with the coverage from 12% to 67%. Also, Chua islet and Nom beach in An Chan commune has 5 species of coral within an area of ​​about 72ha. At the sea area, the benthic fisheries resources is abundant with many species of high economic value, especially grouper, lobster, snapper, crab, cuttlefish and kinds of snails. It’s also plentiful with the pelagic source, particularly, anchovy, scad usually appear from February to June each year. However, in recent years, strongly developing the coastal fisheries exploiting by means of small capacity in the provincial waters has severely depleted aquatic resources, which leads to increasingly low results of economic effects for inshore fishery exploitation. According to An Chan Communal People’s Committee, in the commune, more than 325 boats, including approximately 230 units with the capacity of under 20CV for catching shrimps, diving, fishing, trapping, dragging gill…operating in the coastal waters. For immediate benefits, some fishermen have sneakily used explosives, dived to shoot chemicals in coral caves or used bottom trawl, 3-layer gillnets to exploit aquatic species at the reef areas. Additionally, a number of fishermen have used smaller-size gears than prescribed ones to completely catch, and this depletes the coastal fishery resources.


The Project of the Coastal Resources for Sustainable Development has been implemented in Phu Yen province with the total investment of USD 12 million (equivalent to over VND 257 billion). In particular, the loan from World Bank accounts for 85.11%, the State budget accounts for 10.61% and the capital among people participating in the model is about 4.28%. The project is divided into four components, including sub-component charge of co-managing the seafood-mining activities along the coast. Phu Yen Department of Agriculture and Rural Development selected the 2 communes of An Chan and An Hoa (Tuy An district) to pilot deploying; besides, from now to 2015, 10 coastal communes and wards in the province will be selected to deploy the sub-component.


In An Chan commune, the Project Management Board established the co-management teams of coastal fishery with 170 members of farmers in the 2 villages of My Quang Bac and My Quang Nam. The co-management content of mining coastal fisheries mainly enhances disseminating and propagating law provisions on protecting and developing aquatic resources, fishery rules and relevant legislation documents, strengthening management and law enforcement; at the same time, carrying out to plan in details for coastal fishery development, setting up institutions and management policies for the inshore fishery, restoring and replicating fishery resources, as well as overcoming the environmental pollution of coastal areas …


Mr. Nguyen Tri Phuong, Deputy Director of Phu Yen Department of Agriculture and Rural Development, let known, the co-management plan for coastal fisheries in An Chan commune is based on the aspirations and needs of fishermen to organize rational exploitation and protection, renewing fishery resources. Related departments and agencies, local authorities need to help, support the co-management team of coastal fisheries well-perform the co-management plan having been developed, addition to organizing advocacy for those involved to protect and develop aquatic resources; also, supporting fund, patrolling, monitoring the exploitation activities, remediating the environment, limiting developing small-capacity boats under 20CV, researching and applying technological advances to aquaculture production with high efficiency.
