In the province, many establishments and individuals producing and trading food have not ensured adequate operating conditions. To rectify the violations, the Department of Industry and Trade has implemented various measures to help institutions better perform.

Under the provisions of the State, the facilities of producing and trading food have to ensure the requirements of location, production and business environment with sufficient area to accommodate the regions of processing and displaying food for sale, containing, preserving food materials; no flooding or stagnant water, unaffected by animals, harmful micro-organisms, or areas contaminted with dust, toxic chemicals and other pollution sources. However, in fact, most facilities producing and trading food in the province are not eligible for trading for violating the State’s provisions.


Mr. Nguyen Thanh Tuan, Deputy Director of the Department of Industry and Trade, let known: To facilitate establishments and individuals producing and trading food with eligibility for operation, during the past time, the Department has developed the administrative procedures on inspection and certification for knowledge of food safety to organizations and individuals within the competence of the Department of Trade and Industry; dispatching to the Economic Divisions of districts, town or city the content and plan on inspection so that localities widely reported to the facilities of manufacturing and trading food in the locality. Simultaneously, the Department posts on websites the contents, time, places, objects, documents, requirements for being checked, certified; and including the specific guidelines for direct producers and dealers to get access to necessary knowledge. The one-door unit in the Department of Trade and Industry is responsible for providing information to people when required. Inspection to grant the certificate of food safety knowledge is regularly conducted, at 8a.m. on the 1st and 15th of each month (if falling on holidays, the certification will be performed on the consecutive day). To date, during three times, the Department has inspected and granted certificates of food safety knowledge for 13 individuals and 127 people in 21 units (including 14 business units, 5 manufacturing units and 2 units of both producing and trading food).


Besides inspecting to certify knowledge of food safety, the Department of Trade and Industry has directed the inspection team, the Market Management team to remind and guide institutions, individuals producing and trading in the food industry to comply with the State’s regulations. Also according to the Unit, if any violations are detected, the inspection team, basing on Circular 29/2012/TT-BCT on the provisions of granting and withdrawing the certificate of units qualified for food safety under the responsibility and management of the Industry and Trade Ministry and Circular 15/2012/TT-BYT by the Health Ministry with regulations on general conditions ensuring food safety for facilitiesmanufacturing, trading food as a basis for inspecting and assessing the eligibility for production, business, or in violating… depending on types of industry and size of each individual, production and business facility.
