Part 1: Directive to establish the Vietnam Armed Unit for National Liberation

In context ofthe revolution, in December 1944, President Ho Chi Minhissued adirective to establish the Vietnam Armed Unit for National Liberation andassigned Comrade VoNguyen Giap to be in charge of the unit.

This historicdirective is the document to lay the militaryplatform and the comprehensivemilitary guideline of the Party.

The contents of the Directive:

1.Name: The name Vietnam Armed Unit for National Liberationmeans politics is more important thanmilitary matters. Itisa dissemination unit because the primary principle is to gather a force. Therefore, the unit will be formed from the most seasoned guerrillas in Cao-Bac-Lang region with most available weapons.

Sinceit is the whole people’s resistance war, it is necessary tomobilize people from all walks of life. Therefore, when the first armedunit has been formed, it needs to maintain connection and coordination in all aspects with the armed forcesof different localities. The armed unit is also to provide training and weapons (if possible) for cadres of localities’ armed forces, helpingthe forces develop.

2. Localarmed forces are to send cadres to the unit for training and assign trained cadres back to localities to exchange experience, maintain communication, and coordinationin combat.

3. In terms of tactics, guerrillawarfare prevails, ensuring secrecy, swift mobility, activeness, and flexibility.

The unit is the senior team, working hard to build other teams.

Althoughthe unit is small in scale at first, itsprospectisglorious. Itis the startingpointof theliberation army; itcangoall the way from the north to the southacross the country of Vietnam.
