Vietnamese Deputy Minister of Transport Nguyen Ngoc Dong and U.S. Ambassador to Vietnam Ted Osius witnessed the signing by representatives of CAAV and Boeing.
Under the deal, Boeing will help CAAV work through the Corrective Action Plan and assist CAAV in personnel training. Once the FAA Category 1 status is achieved, Vietnamese commercial airlines can launch direct passenger and cargo services between the two countries.
According to Ralph Boyce, president of Boeing Southeast Asia, Category 1 will allow CAAV to oversee airlines based in Vietnam to ensure they comply with international operational standards and practices, including the strict regulatory requirements that airlines must satisfy to provide passenger and cargo services on long-haul flights to and from the U.S.
Lai Xuan Thanh, director general of CAAV, said at the signing ceremony that Vietnam Airlines and other airlines expect the authority to attain Category 1 approval so that they can fly direct to America.
“The U.S. market is very important to Vietnamese enterprises,” Thanh said.
In late 2013, FAA conducted a technical review of CAAV in Hanoi, marking a big step for the agency towards attaining the Category 1 status.
Vietnam Airlines bought four Boeing 777-200ER aircraft in 2011.
