Two garment and textile projects of Regent Garment Factory Ltd. and Pacific Co., Ltd. have created a new lease of life for Lai Vu industrial park.
Investment in building internal roads in Lai Vu industrial park
Two garment and textile projects of Regent Garment Factory Ltd. and Pacific Co., Ltd. (under Hong Kong-based Crystal Garment and Textile Group) have created a new lease of life for Lai Vu industrial park (IP) (Kim Thanh district).
Projects form new impetus
Hai Duong authorities in June 2014 officially took over the status quo and management of Lai Vu IP, including the infrastructure, five projects, and 13 contracts of land leasing and subleasing projects.
According to Lai Vu IP One Member Co., Ltd. (Lai Vu Company), the unit was assigned to manage over 212ha of land, and certificates of the right to use 192.3ha of which have been granted. To date, 104.35ha in Lai Vu IP have been leased with the occupancy rate reaching 68.4%.
In early 2014, the provincial authorities agreed to the investment of Regent Garment Factory Ltd. and Pacific Co., Ltd. in the two garment and textile projects in the IP. The projects require 35.1ha of land with at total investment of USD557 million.
Regent Garment Factory Ltd. invested USD35 million in implementing the 2nd Regent garment project (1st phase) in mid-2014. In early November 2014, the company put two factories in to production, generating jobs for 2,500 laborers. Two other workshops will be finalized in early 2015 and are expected to create jobs for around 2,000 laborers. In the next three years, the company will continue to build eight sewing workshops with a total investment of USD125 million, providing jobs for more than 10,000 laborers, mainly local ones.
Besides, Pacific Co., Ltd. is preparing to commence the construction of the first phase of its project with a total investment of about USD180 million. Upon completion of the entire project with a total investment of USD420 million, this textile and garment combination will annually bring 360 million meters of knitted fabric onto the market.
There has not been any large-scale fabric production factory in Vietnam so far, so most of Vietnam’s major garment enterprises have to import fabrics from China, Taiwan, South Korea, and Japan. Thus, the domestic sale of 95% of Pacific textile factory’s fabric will contribute to improving the competitiveness of Vietnam’s garments.
The two projects are expected to be completed in 2017 and create jobs for about 20,000 laborers.
Further difficulty removal, investment attraction
The investment of these two projects in the IP has been contributing to stabilizing the local situation. According to Mr. Bui Duy Huong, Chairman of the Lai Vu commune People’s Committee, the current social security and order in the area is fairly stable. The people are focusing on economic development and raising of family income. Many households have bravely invested in service development. Dozens of households have prepared facilities to develop lodging services and sell commodities to IP workers. The economic structure has been strongly shifted, and incomes from non-agricultural activities have accounted for over 84% of the commune’s gross income.
The initial results above are due to the consensus and determination of all levels, branches, governments, businesses, and locals. After receiving the projects, Lai Vu Company and Hai Duong authorities have been expeditiously co-removing difficulties for the IP to further improve and go into efficient operation.
The preparation for investment in technical infrastructure has been actively implemented by Lai Vu Company with an initial estimate of VND54 billion. In the last six months of 2014, the planning for production lots and roads inside the centralized area was adjusted in accordance with the field. Construction items like an intersection in the middle of road 5B, a beltway, internal roads, systems of electric light, rainwater drainage, wastewater treatment, etc. have been very urgently invested in and perfected. The unit has planned and additionally planted concentrated and scattered trees along roads in the 2015 At Mui spring.
The Chairman of the provincial People’s Committee directed the settlement of difficulties while working with Lai Vu Company and Regent Garment Factory Ltd. in late 2014.
Firstly, the 2nd Regent garment project will come on stream as a prerequisite to attract other projects. Regent Garment Factory Ltd. will borrow land to build a temporary wastewater treatment station while waiting for the IP’s centralized wastewater plant and satisfy the requirement of accomplishing environmental conditions before the plant goes into operation.
The provincial authorities allowed Lai Vu Company to realize the plan of constructing the intersection in the middle of road 5B, a main road with a 53m-wide cross-section, the beltway from the main gate to the end of lot CN5, etc. The opening of the second IP gate facing road 5B has been studied and considered to be planned for efficient use of this route and roadside lands, etc.
Lai Vu Company has sufficiently transferred the formerly missing compensation for site clearance worth VND16.611 billion and even the highest arising interest of VND16.7 billion to the account of Kim Thanh district Board for Site Clearance for payment to the people. The district authorities have continued to actively mobilize 304 of 1,154 households subject to the compensation to receive the remaining money.
To help Lai Vu IP really revive and efficiently operate, Mr. Dang Xuan Thuong, Director of Lai Vu Company, said the unit would continue to focus on investing in infrastructure in compliance with the schedule and technical requirements; actively promote and attract investments to the IP; and coordinate with relevant boards and branches to request the opening of the separating strip on national highway 5 to the main gate of the IP to ensure the traffic corridor and safety for the IP.
