Vietnam encourages developing and using renewable energy sources to protect environment

While Vietnam’s fuel sources are more and more scarce, the development of renewable energy sources can be considered as a solution to ensure the energy security, improve community’s health, protect environment, create employment, and response to climate change…


Great expectation


For a long time, the renewable energy sources such as wind, solar, hydropower have been used to serve cooking, hot water demand, household electricity. Thanks to the modern technologies, these sources become more and more popular. For example, the bio-fuel has been used for electrification and transportation. Beside the technology innovation and improved material knowledge, cost reduction and Government’s preferential policies also contribute to strong development of renewable energy sources.


The Clause 2, Article 63 of the Vietnam’s Constitution declares that the Government encourages every activities on protecting environment, developing and using renewable energy sources.


According to experts, human in the future can expect to the renewable and environmental-friendly energy sources which can be endlessly exploited such as: solar, wind, tide, geothermal, wave, temperature difference at surface and at deep water, and waste (rubbish and manure).


In fact, Vietnam and other countries have been researching to apply these energy sources. Thanks to its favorable climate and geographical conditions, Vietnam is considered with high potential to develop renewable energy sources.


According to Vietnam’s energy development trend, the contribution from renewable energy sources shall be 5% by 2020 and 11% by 2050. In order to meet these targets, Vietnam should pay more concern on the investigation of renewable energy sources to develop the planning and to zoning these energy sources’ potential to determine the suitable exploitation and investment plans, as well as to strengthen the propaganda on using these energy sources in remote areas, national borders, islands.


International cooperation, mobilization of resources to exploit renewable energy sources


Due to advantages of renewable energy sources, Vietnamese Government has the strategies on development of these energy sources to complement the national energy system as well as on international cooperation, mobilization of resources, and integration of renewable energy issue into the socio-economic development programs.


To facilitate investors in this sector, the Government has issued many preferential policies such as: Environmental Protection Law, Law on Economical and Efficient Use of Energy, National Strategy on Environment Protection to 2020 with Visions to 2030, and National Strategy on Energy Development to 2020 with Visions to 2050.


According to these policies, the organizations and individuals participating in developing renewable energy sources can receive preferences on tax, capital, and land. The projects investing renewable energy-based power plants can benefit from the incentives on investment, electricity price and tax.


The different economic bodies all have been encouraged to invest on developing and using renewable energy sources, especially in rural and mountainous areas, and islands.


Besides, Vietnam also supports the programs of investigating, researching, testing and piloting renewable energy sources; reduces equipment importing tax, production tax, and transportation tax; protects copyright for inventions or technical improvements. Moreover, the domestic individuals and organizations can collaborate with foreigner partners to invest in this sector based on the principal of mutual benefit.
