Among the four airports which are calling for investments, Long Thanh and Quang Ninh are all new. Long Thanh International Airport which will be constructed in Dong Nai Province as a transport hub in the Southeast Asian region is designed to handle 100 million passengers and five million tons of cargo a year.

In the first phase which lasts from 2015 to 2020, taxiways, aprons and two runways will be built at Long Thanh airport with a capacity of 25 million passengers and 1.2 million tons of cargo a year. The investment amount needed for this phase is around VND151.7 trillion.

Meanwhile, Quang Ninh Airport will be developed in Quang Ninh Province’s Van Don District at a total estimated cost of VND5.1 trillion.

In addition to these two new airports, Cam Ranh Airport in Khanh Hoa Province will need VND4.5 trillion to build a second runway and upgrade the existing runway.

Chu Lai Airport in Quang Nam Province will also be upgraded with a new runway to be built. The total cost for both phases lasting until 2025 is VND11.47 trillion.

Therefore, the total investment amount used to build and upgrade the four airports is estimated at over VND170 trillion.

Le Manh Hung, general director of Airports Corporation of Vietnam, said since the cost is huge while the State budget is limited, these projects are calling for investments in the public-private partnership (PPP) format. Long Thanh and Cam Ranh have so far received some proposals from foreign investors.

Previously, Mai Trong Sanh, former chief of flight management at Tan Son Nhat Airport, and former pilot Mai Trong Tuan sent a proposal to the Government seeking a suspension of the Long Thanh airport project as the cost is hefty while Tan Son Nhat International Airport can still be expanded.

The Ministry of Transport said construction of Long Thanh International Airport would be divided into three phases and that the State would only pour investments in infrastructure development. Meanwhile, the private sector is encouraged to invest in airport services.
