The Centre for Social Affairs under Quang Ninh provincial Department of Labour, War Invalids and Social Affairs has transferred responsibility for ten disadvantaged children to families that have agreed to care for them for a given time.

The activity is carried out according to the Government project 647 on communities taking care of disadvantaged children in 2013-2020, opening the opportunity for children to access better care.


Quang Ninh province is chosen as a pilot locality to implement the project from 2013 to 2015. Accordingly, ten children at the age of 8 to 16 were transferred into the care of five families in Ha Long city by the Quang Ninh Centre for Social Affairs. Because it is in its first year of implementation, the project gives priority to supporting families who are blood relatives with the children. Each family will receive support of VND 900,000 per month and VND 700,000 per year for clothes, learning tools and other needs./.
