HA NOI (VNS) — The Office of the State President held a press conference yesterday to announce a number of new laws and ordinances, including the Employment Law, the first ever of its kind.


The other documents include the revised Land Law, the revised Law on Emulation and Reward, the Law on Reception of Citizens, the Law on Plant Protection and Quarantine, the Law on Thrift Practice and Wastefulness Prevention, the Law on Bidding, the revised Law on Fire Prevention and Fighting, and the amended Ordinance on Management and Use of Weapons, Explosives and Supporting Tools.


The new Land Law, with 14 chapters and 212 articles (seven chapters and 66 articles more compared to the 2003 version), will take effect beginning July 1, 2014.


It continues to clarify that land is owned by the people and managed by the State. It also has new features on basic land surveys, as well as the planning, use, lease and retrieval of land, compensation, assistance and re-settlement.


Meanwhile, the revised Law on Emulation and Reward, which will go into effect on June 1, 2014, defines clearer standards and criteria used for emulation campaigns and rewards to suit new requirements.


Covering seven chapters and 62 articles, the Employment Law adjusts major issues of support policies for job creation, labour market information, national vocational qualification, and job services and unemployment insurance.


The law, which is to be enforced beginning January 1, 2015, will be the first of its kind to regulate matters relating to employment and Vietnamese labourers from age 15.


Also taking effect on January 1, 2015 is the Law on Plant Protection and Quarantine, which consists of five chapters and 77 articles.


The Law on Thrift Practice and Wastefulness Prevention, with five chapters and 80 articles, will be implemented on July 1, 2014.


Introducing new contents on simplifying contractor selection procedures, the 2013 Bidding Law includes 13 chapters and 96 articles, built on its 2005 version. The law will take effect on July 1, 2014.


The revised Law on Fire Prevention and Fighting has 33 more articles than the old version and will be effective from July 1, 2014, while the amended Ordinance on Management and Use of Weapons, Explosives and Supporting Tools will be valid from March 1, 2014. — VNS
