Instead of investing in building workshops in cramped urban areas with cutthroat manpower competition, many enterprises have shifted to rural areas.
Investment in rural areas
For the last more than five years, Binh Xuyen has become more animated after Huy Phong Export Shoe Production JSC. chose the land as its haven.
At present, besides an old factory nearly three hectares in area, the company has invested over VND3.6 billion in constructing a new one with an area of more than one hectare. The enterprise expects to employ over 2,000 local laborers after the completion of the workshop.
“My promise to my father that I will bring jobs to the people in our native land has come true,” shared Nguyen Van Soi, Director of Huy Phong Export Shoe Production JSC.
“It was rather risky to select Nghia An industrial complex (Ninh Giang) to build Sumidenso Vietnam Factory when the traffic and technical infrastructure in Ninh Giang were still underdeveloped. Nevertheless, I was determined to persuade the company directorate to invest in building a factory in this area because the enterprise would solve the labor shortage problem if coming here,” said Vu Ngoc Linh, Head of the Administration Division of Sumidenso Vietnam Co., Ltd., initiator of Sumidenso Vietnam Factory expansion project.
After two years of construction, Sumidenso Vietnam Factory in November 2011 was officially put into operation and created jobs for about 2,000 local laborers with average income of VND4.8 million/ person/ month.
Director of TBT Garment Co., Ltd. Nguyen Viet Thu in 2007 was dissuaded from bringing his enterprise to Thanh Hai commune (Thanh Ha) by his friends, who thought that it was a “wrong choice”.
“After five years of development, the enterprise, however, has so far become a common home of many workers and laborers in Thanh Ha. Moreover, arriving here, I enjoy three advantages, namely easy laborer recruitment, lower land rent, and entitlement to preferential policies for enterprises in rural areas,” Thu excitedly said.
His company is currently providing jobs for more than 700 local laborers. The company’s revenue annually increases by 10% on average.
In recent years, many enterprises have invested in rural areas, according to Hoang Duc Dung, Director of Hai Duong Counseling Center for Industrial Stimulation and Development. The reason is that they will have many advantages there in terms of labor and wage costs, which are lower than in the city.
Not only domestic enterprises but many foreign-invested ones have also gone to trade villages to invest in building factories. Those are Richway Co., Ltd. in Ky Son commune (Tu Ky), HK Vina Co., Ltd. in Ngu Hung commune (Thanh Mien), Vero Veria Vietnam Co., Ltd. in Cong Lac commune (Tu Ky), etc.
Leaving agriculture, not native land
In many localities, the appearance of enterprises in villages has helped remedy the situation of lacking sources for Party member admission.
People in many areas work as workers without giving up agriculture and have more conditions to hire machines to support production, improve the productivity, etc.
“Many youngsters in the commune have been working for Huy Phong Company; thus, over the past time Binh Xuyen has well performed the task of developing Party members, especially young ones. Working for enterprises, many people also actively participate in local movements,” said Nguyen Van Son, Chairman of Binh Xuyen commune People’s Committee (Binh Giang).
Bringing enterprises to rural areas is the “key” to meet many criteria of new countryside construction. The more enterprises there are in villages, the more laborers in the province’s rural areas will have jobs, resulting in higher income and life improvement.
For sustainable and reasonable development of local industry, the province should work out plans to lure enterprises to rural areas with priority given to trades attracting a lot of laborers and causing little environmental pollution.
