Binh Thuan has much potential for developing energy that comes from thermal power, hydropower, wind power and other renewable energy sources. According to the energy development and investment planning, by 2020, Binh Thuan will become an energy centre of the country with a total capacity of power plants up to 11,300MW.
Mr Le Tien Phuong, Chairman of Binh Thuan People’s Committee, said the province has step by step managed to form an energy centre of national stature. In the power plan of Vietnam, in the past time, Binh Thuan has completed some hydropower plants with a relatively large capacity such as: Ham Thuan (300 MW), Da Mi (175MW ), Dai Ninh (300MW), Bac Binh (33MW), etc. The plants have contributed significantly to electricity production in the country. Currently in Binh Thuan, there are several hydropower projects under construction such as: La Ngau (46MW), Thac Ba (18MW), Song Luy (16MW), Dan Sach 2-3 (5.5 MW).
In addition, Binh Thuan has two key national power centres which are Vinh Tan Power Centre (Vinh Tan Commune, Tuy Phong district) with the capacity of 5,624 MW which is under construction; and Son My Power Centre (Son My commune, Ham Tan district) with the capacity of 4,000 MW. In April 2009, Vietnam National Coal-Mineral Industries Corporation Limited (Vinacomin) conducted site clearance of the project of Vinh Tan Power Centre. In August 2010, Vinh Tan 2 thermal power plant (1.244MW) invested about VND23,480 billion (over US$1 billion) by Vietnam Electricity (EVN) was officially ground-broken. The average power output is over 7.2 billion kWh/year. After 3 years of construction, by the end of 2013, plant 1 (622MW) had been completed and put into operation and, plant 2 (622MW) is expected to be completed in 2014.
On March 9th 2014, EVN held a groundbreaking ceremony to build Vinh Tan 4 thermal power plant (1,200 MW) with a total investment capital of VND36 trillion (US$1.7 billion), the average power output of 7.2 billion kWh/year. The project is built and put into operation in the period 2017-2018. At the same time, Vinh Tan 1 Thermal Power Project (1,200 MW) with total capital of over US$1.75 billion, the average power output of 7.2 billion kWh / year, under BOT (build – exploitation – transfer) was granted investment certificate by the Ministry of Planning and Investment and is undergoing financial arrangements. According to the BOT contract, the scheme is that by April 2019, plant 1 will have been put into operation and by October 2019 plant 2 will have been put into operation.
The Vinh Tan 3 Thermal Power Plant (1,980MW) is being invested in construction, with the expected capital of about US$2.7 billion and will be launched in late 2014 under BOT contract. With an average power output of more than 10 billion kWh / year, Vinh Tan 3 Thermal Power Plant is the largest coal thermal plant located in Vinh Tan Power Centre (5,624MW). The project was handed over to the Vinh Tan 3 Energy Corporation (VTEC) by the Government. With 4 power plants mentioned above, Vinh Tan Power Centre was identified as the key national project, using modern technology and is a leading coal thermal complex in Vietnam today.
As for Son My Power Centre (4,000MW) including Son My 1 gas power plant with capacity of 2,000 MW (expected to operate in 2019) and Son My 2 gas power plant with capacity of 2,000 MW (expected to operate in 2020), the investor will be selected through international bidding.
Besides thermal and hydro power, with the advantage of 192km coastline, abundant wind resources, favourable climatic and land conditions, Binh Thuan is also known as the country’s leading local in attracting investment in the wind power projects. Currently the province has 15 wind power projects with a total registered capacity of about 1,182 MW approved by the provincial People’s Committee. Of the 15 projects, the project Wind Power 1 – Binh Thuan (phase 1 – 30MW) and Phu Quy wind power project (6MW) were completed and put into operation, Phu Lac Project (Phase 1 – 24MW) ongoing investment. For Wind Power Project 1 – Binh Thuan (phase 1 – 30MW), this is the first wind power project of the country in the national grid to put into operation. In addition, wind power attracts much interest from other investors who request to conduct survey research. According to the planning of wind power development in Binh Thuan Province approved by the Ministry of Industry and Trade in August 2012, it is expected that by 2030, the installed capacity of wind power projects in the province is about 2,500MW.
Mr Phuong said: “In the not too distant future, if all projects in the field of “thermal – hydro – wind powers” above are simultaneously completed and put into operation, Binh Thuan will become the energy Centre of the country, contributing significantly to electricity production in the South particular and the country in general, especially in the power shortage stage in the coming years, contributing to ensure national energy security for socio-economic development.”
