Cau Giay Concentrated IT Park Aggressively Attracting Investors

is speeding up efforts to attract investors into the high information technology park (IT park). As part of this strategy, on August 28, 2013, the Cottage Industrial and Small Industrial park – Cau Giay District was approved by the Ministry of Information and Communications to be developed into a concentrated IT park with an area of 8.35 hectares. This is the first industrial park in Hanoi involved in the IT field. Thus, Vietnam has 3 IT parks, namely: Quang Trung Software City, Da Nang IT Park and Cau Giay IT Park. Vietnam Business Forum had a discussion with Mr Vu Ngoc Ky, Head of Management Board of Cau Giay Concentrated IT Park. Le Hien reports.What incentives do you offer to those investing in this IT Park?



This is the first IT Park in Hanoi. Therefore, city leaders are interested in attracting investors to the industrial park. Companies operating in the IT sector will be entitled to incentives such as tax exemption, tax reduction and land rent reduction (up to 50 percent according to Article 21,22 of Decree 154 CP), besides, enterprises have advantages in brand name when trading with foreign partners. Also, since this is a new model of Hanoi located in Cau Giay District, the city will facilitate enterprises in administrative procedures when doing business in the industrial park. Hanoi, meanwhile, coordinates with departments and agencies in the city to promote the investment attractiveness of the IT Park. Recently, in a meeting with the People’s Committee of Hanoi City, Minister of Information and Communications Nguyen Bac Son also urged Hanoi to quickly finalize documents and procedures related to incentives for businesses investing in this sector.


How is investment attraction going after one year of operation?


Cau Giay IT Park has become an office complex with synchronous, modern transportation systems and infrastructure. Cau Giay IT Park is divided into separate areas and currently has 36 office buildings with 285 enterprises, including 85 operating in the IT sector. Many large IT companies such as FPT, CMC, Viettel, Elcom are hiring offices in this IP with more than 8,000 workers. Along with Quang Trung Software City in Ho Chi Minh City, Da Nang Software IP, IT Park in Cau Giay District will become a national brand of Vietnam. This is also a model help Hanoi attract a high-qualified labour force from nationwide, and significantly contribute to the city’s budget. In the coming time, Hanoi plans to build three more IT parks around the city.


Can you share with us the orientation to attract investment?


Cau Giay IT Park continues to expand and attract businesses in the IT industry. It is expected that in the next 5 years, the proportion of IT enterprises and supporting-industry enterprises will account for 80 percent, increasing the proportion of IT manpower to 70 percent -80 percent of workers, forming and developing the network of supporting-industry enterprises and products in the surrounding area.


Hanoi is focusing on attracting Japanese investors, hoping to promote communication channels for the IT park to the Japanese market in order to attract further investment from this potential market.


What support do you expect from Hanoi city?


In a meeting with Hanoi, the Minister of Information and Communications made some recommendations in order to accelerate investment as well as improve organizational structure of the Management Board of the IT Park.


In fact, the Department of Information and Communications and other Hanoi agencies have provided close guidance and timely support in solving problems during the operation of the IT park, thereby, the IT park has operated efficiently. Along with education, the IT park has greatly contributed to the socio-economic development of Hanoi in general.


The city has also decided to invest VND30 billion in upgrading and completing the infrastructure of the information technology area. The city is also asking its departments and agencies to launch appropriate policies as well as models for the first IT park of the city.
