During the two days in India, Prime Minister Nguyen Tan Dung had a busy working schedule. He attended the official welcoming ceremony; had a private meeting and talked with Indian Prime Minister Narendra Modi and attended Prime Minister Modi’s grand banquet; met Indian President Pranab Mukherjee, met Vice President – Chairman of Senate Shri Hamid Ansari; met leaders of Indian political parties; visited Bodh Gaya; met Chief Minister of Bihar State Shri Jitan Ram Manjhi; received some Indian businessmen; and attended the Vietnam-India Business Forum.

At the meetings, both sides reaffirmed their commitment to comprehensively developing the bilateral strategic partnership. The Indian side affirmed that Vietnam is the most important pillar in its Look East Policy.


Both sides agreed to increase the exchange of all-level delegations, step up cooperation via State and Parliament channels and people-to-people exchange, regularly organise meetings of existing cooperative mechanisms, such as an inter-governmental committee, strategic dialogue, political consultation and defence dialogue, implement agreements signed by the two countries, promote the establishment of new cooperation mechanisms in line with the demands for developing relations and cooperation between the two countries.

To develop the strategic partnership and comprehensive cooperation, the two sides emphasised the need of strengthening and further deepening the pillars of economics, trade, investment and defence.


In terms of economics, both sides spoke highly of the rapid development of the bilateral economic ties, stressing the need to further the efficiency of economic cooperation in order to raise two-way trade to 15 billion dollars by 2020. Indian Prime Minister Modi announced that India would be ready to support Vietnam with a credit package worth 300 million dollars to import materials in the service of some economic sectors that helps Vietnam diversify the supply of material resources and avoid being independent from a partner and agreed to create favourable conditions for the consideration of opening the market for Vietnamese investment and goods, particularly agricultural products, seafood, rubber and wooden products. The Indian side invited Vietnamese businesses to participate in business forums held in India and the upcoming business forum in the State of Gujarat and expected that the two sides would coordinate to jointly organise a business forum on tourism in Bodh GayaCity in early 2015.


Regarding security and defence, both sides agreed to continue boosting cooperation on defence and security on the basis of existing cooperation mechanism and agreements and strengthening the exchange of delegations, defence and security dialogues. India would continue supporting Vietnam in the fields of credit, training, enhancing the capacity of defence and sharing experiences on involvement in UN peacekeeping. Both sides came to a consensus on boosting cooperation, sharing information and experiences on defence and security and coordination at multi-forums, such as ADMM+ and ASEAN Regional Forum (ARF).


In other cooperative aspects,both sides agreed to strengthen cooperation and connectivity on air and sea routes; emphasised the need of taking full advantage of the launch of a direct air route to promote cooperation on tourism, trade and investment. Jet Airways opened the direct Delhi-Ho Chi Minh route and Vietjet Air is in negotiations with its Indian partner to open the Hanoi-Bodh Gaya route. Both sides agreed to continue promoting cooperationin science-technology, culture and education.

Both sides also reached a high consensus on the regional and international issues of mutual concern, including the East Sea issue. The two countries’ leaders agreed on the importance of ensuring peace, stability, and maritime and aviation security and safety in the East Sea.


The Indian side said that legitimate rights and interests of nations in the sea must be guaranteed and all disputes must be solved by peaceful means on the basis of international law, especially the UN Convention on the Law of the Sea (UNCLOS), and the full and serious implementation of the Declaration on the Conduct of Parties in the East Sea (DOC) towards the early conclusion of a Code of Conduct (COC) in the East Sea.


Meanwhile, the Vietnamese side appreciated India’s stance on the East Sea issue and the country’s commitment to further cooperating with Vietnam in oil and gas exploration and exploitation in its exclusive economic zone and continental shelf in the sea.










The visit ended successfully with several agreements signed by both sides, including the Memorandum of Understanding on Nalanda University; Memorandum of Understanding on the Conservation and Restoration of Cham architecture in My Son, Quang Nam Province; Memorandum of Understanding on the establishment of the Centre for English and Informatics Training at the Communications University in Nha Trang; Cultural Exchange Programme period 2015-2017; Memorandum of Understanding on Cooperation between the Voice of Vietnam and Prasar Bharati Broadcasting Station; Cooperation framework agreement between OVL and PetroVietnam; Memorandum of Understanding on Cooperation between ONGC and PetroVietnam.


On the occasion, the State Bank of Vietnam gave the certificate of improvement in principle to the Indian Bank to open a branch in Vietnam. Jet Airways of India organised a ceremony on launching the direct route between Vietnam and India (Mumbai-Bangkok-Ho Chi Minh City).
