The message delivered in early 2015 by Prime Minister Nguyen Tan Dung stated: Administrative reform index of all ministries and localities must be published, whether accomplished or not, in order to be transparent. Grasping this direction, recently, deploying the mission and plan of 2015, the Ministry of Planning and Investment (MPI) has also launched several measures to promote administrative reform.
In 2015, the Ministry of Planning and Investment will continue to direct its units to strictly comply with the provisions of the Government and the relevant guidelines of the Ministry; promote the enhanced coordination between units under and outside the ministry to strictly implement the assigned tasks; review and supervise administrative reform procedures. Accordingly, the ministry will implement the cuts, improve the quality of administrative procedures under the jurisdiction of the State and under the authority of the Ministry, reform administrative procedures among the administrative agencies and internally, publish administrative procedures, at the same time receive and process reports and recommendations of individuals and organizations on administrative regulations and monitoring implementation of the administrative procedures of the administrative agencies under its management.
In particular, the reform of sensitive areas such as investment, land and environment, will be through the issuing of Joint Circular guiding the process to fastest resolve the implementation of investment projects.
In addition, identifying that the modernisation of public administration must be associated with the modernisation of the infrastructure of information technology, in 2015, the ministry will continue to promote the application of information technology in promoting and providing official information of the ministry.
Under the administrative reform plan of 2015, the Ministry of Planning and Investment shall be assigned to draft and complete 5 relevant decrees including: Detailed decree on the implementation of the Public Investment Law, Decree on annual and medium term public investment plans, Decree on investment in the form of public – private partnership (PPP), Decree on monitoring and evaluating investment, Decree amending some articles of Decree 38/2013/ND-CP on the management and use of official development assistance and preferential loans from investors.
