At the inaugural ceremony in Takeo province, General Moeung Samphan, the Cambodian State Secretary for National Defence confirmed that together with other projects financed by the Vietnam Ministry of National Defence, this building is another vivid evidence of the close cooperation and precious support that the Vietnam People’s Army has earmarked for the RCAF.

The Cambodian high-ranking officer also recalled the recent 36th anniversary of the victory over the Khmer Rouge regime on January 7th. In his speech, General Moeung Samphan emphasized that thanks to the assistance and sacrifices of the Vietnamese volunteer troops, Cambodia has now enjoyed peace, stability and development.

He also laid stress on the continuous and comprehensive support from the Vietnam Ministry of National Defence and the Vietnam People’s Army for the RCAF from 1979 with a focus on the cooperation in reforming and modernizing the RCAF.

The construction of the RCAF’s Guard Command’s headsquarters was started in late 2013 with total investment of nearly US $600,000 coming from the regular basic construction aid package of the Vietnam Ministry of National Defence for its Cambodian counterpart.
