After a certain time of effort-making by related sides, today (September 9th), in Hoa Tam commune (Dong Hoa district), Vung Ro Petroleum Company Ltd. organized the groundbreaking ceremony for Vung Ro oil refinery and petro-chemical factory. The groundbreaking ceremony is a significant stepping stone for commencing the construction of the factory due in the first quarter of 2015 and putting into operation in 2017.

This particularly meaningful event is the great expectation of Phu Yen Party, government and the entire provincial population, marking a significant landmark during the process of constructing the province’s focal project.
A SIGNIFICANT “STEPPING STONE”The project of Vung Ro petrochemical-oil refinery was issued adjusted- investment certificate by the PPCin July 2013 with the annual capacity of 8 million tons, total investment at $3.2 billion. The project’s targets is constructing the factory, processing and distributing oil refinery and petro-chemical products from crude oil as well as other petro-chemical products; exporting-importing gasoline products; constructing and doing business into warehouses, ports. As for the PPC, the project enjoys the policy of tax privileges, product-import tax like for some other oil refinery products in Vietnam; getting support in expenditure for constructing beyond-the-fence work, technical infrastructure for common use of the project and South Phu Yen economic zone…With the efforts by investors and Phu Yen province, it’s estimated that the project is put into operation in 2017, creating an “impetus” to promote the comprehensive socio-economic development of Phu Yen province.
Currently the project is in the process of surfacing Bai Goc port (phase 1) with the area of 134ha. This is an importance starting point for surfacing the entire project within the area of 404ha (phase 2). So far, the investor has spent over $150 million to implement lots of significant items; related units are concentrating on measuring, calculating the number of households, architectural objects on the area ready for compensation and supporting for resettlement, phase 2. After being completed, the project will create employment for about 1,300 laborers both in Phu Yen and central South region (at peak, the number of workers can amount to over 1,500), contributing about $111 million to the state budget.
IMPETUS FOR THE PROVINCE’S FAST AND SUSTAINABLE DEVELOPMENTPPC chairman Pham Dinh Cu requires departments, authorities and localities to actively coordinate with each other to timely deal with emerging entanglements, to create favorable conditions for the main investor to ensure the rate of implementing process, as well as ensuring the task of order and security at the executing sites. Besides, Dong Hoa district has to concentrate on resolutely deal with the remaining and entanglements in compensation, supporting, and resettlement to ensure transferring the surface within September 2014 for the investors to timely implement the subsequent work.
The PPC has just directed functional authorities to work with Vung Ro petroleum company Ltd., the main investors of commonly-used infrastructure projects and the infrastructure investment of the above-mentioned projects to ensure the synchronous implementation with Vung Ro petroleum and oil refinery factory.
